In Dead Rising 2: Off the Record, it's located in the underground tunnels in the garage area under Palisades Mall, just across from the area where the fight with Sgt. Dwight Boykin takes place. There is a large pile of crates located right behind some maintenance carts in this room. The Bikes Magazine is located at the very top of this pile of crates.

Unfortunately in Story Mode the room is inaccessible until practically the end of the game which means that the Bikes Magazine is inaccessible until practically the end of the game.

Get a 3x Boost to durability for all Bikes and 2-wheeled vehicles.
