Madeline is a stranded survivor in Dead Rising 3.
She can be found hiding inside of Cindy's Dry Cleaning in Sunset Hills. She will only appear after Nick meets with Red and Annie at The Burgess-Dawson near the end of the Chapter 3.
In The Last Agent DLC, Madeline is found on top of a military vehicle next to Speed Demons. She appears after Brad retrieves the Chemical Van. If she's rescued, some PP will be rewarded and she'll run to a safe location.
