The generator is a key item in Dead Rising Overtime Mode.
The generator is found in the clock tower in Leisure Park during Overtime Mode, and is not found during any other time.
After Frank is infected by the zombie virus, he faces zombification within 24 hours. Isabela offers to make a drug to retard the zombification process from a variety of ingredients found in the mall. Once Isabela has all the ingredients, the generator in the hideout fails, and Frank has to find a generator from the clock tower in Leisure Park that Carlito used as a storage area. Once the generator is obtained from the tower, the UH-60 Blackhawk helicopter begins to patrol the Leisure Park.
