The Fortune City Emergency Shelter, commonly known as the Safe House, is a location in Dead Rising 2 and Dead Rising 2: Off the Record that is adjacent to the Royal Flush Plaza in Fortune City. The facility functions as a secure, zombie-free zone where survivors can seek refuge.

Designed for use during emergencies in Fortune City, such as natural disasters or zombie outbreaks, the shelter is managed by Ray Sullivan, the security officer responsible for ensuring that only non-infected civilians and survivors gain access. Stacey Forsythe, the head of CURE, who successfully entered the shelter, oversees the closed-circuit security monitors and watches out for survivors. The shelter is believed to be affiliated with the Department of Homeland Security.

Story[]

During the outbreak, as Chuck Greene and his daughter Katey make their way out of the Fortune City Arena and into the Silver Strip, there is mass chaos everywhere: fires burn, zombies stumble around, and civilians flee and are killed. Wade Coopwood shouts at people to seek refuge in the shelter, and a man runs into Chuck while on his way to the shelter. Chuck and Katey follow and arrive in a room sealed with two doors, alongside a few other frantic survivors. One of the doors opens, revealing Ray Sullivan, the only reserve officer to make it to the shelter. He screens each person entering and briefly halts Katey, noticing the bite wound. Chuck explains that he has more Zombrex while Sullivan informs him of rescue arriving in three days. Sullivan directs Chuck to the security office for comfort, especially for Katey. Inside, they encounter other survivors who arrived earlier, including Chuck's fellow TIR contestants and Stacey, who informs them of a place to acquire Zombrex. Before Chuck departs, Stacey hands him a transceiver.

Later, Chuck and Stacey relax in the lounge, watching a news report by Rebecca Chang about the terrorist attack on the Fortune City Arena. The video in the report shows a man presumed to be Chuck, identifiable by his Terror Is Reality jumpsuit, planting a bomb at the gate that keeps the zombies at bay and detonating it. Chuck is furious at the accusation and Stacey backs away in uncertainty. As Chuck leaves the sanctuary and ventures into the infested city to clear his name and find Zombrex, Stacey keeps an eye on Katey.

Throughout Chuck's stay in Fortune City, Chuck is able to rescue and bring over 50 survivors to the Safe House, where they occupy refugee rooms and halls, resting, sleeping, and awaiting rescue. As the military rescue nears, the survivors grow more nervous. Chuck and several others watch the rescue on the security monitors, witnessing it go horribly wrong, with anxiety and dread overtaking the shelter as some survivors break down in tears.

After rescuing Rebecca from the underground tunnels, the shelter's doors are opened and zombies are let loose into the shelter. Most survivors flee to the refugee rooms, locking themselves in to keep the zombies out. A few survivors arm themselves with weapons in an attempt to fend off and defeat the zombies. Chuck then has to collect a generator, spool of wire, and a gas barrel in order to close the door. During this period, TK enacts an exodus but is bitten by a zombie in the process of his escape attempt.

Shortly afterward, everyone discovers that the media has been manipulated to claim that all survivors in Fortune City are dead, prompting the President to order a firebombing in 24 hours. After uncovering the source of the gas that ruined the military rescue attempt, Rebecca prepares to call her station for help but is murdered by Sullivan. He plans to kill everyone in the shelter but is thwarted, fleeing instead. Chuck must then get the word out to the world that they are still alive to prevent the firebombing. After defeating Sullivan on the rooftop of the Yucatan Casino, Chuck radios for help, and a fleet of helicopters arrives at the bunker, evacuating all the civilians inside.

Locations[]

Security office[]

The security office serves as the headquarters and base of operations within the emergency shelter. Equipped with monitors displaying closed-circuit videos throughout Fortune City, the streets, hotels, casinos, and other locations can be actively monitored. Katey resides safely in this office, accompanied by Stacey, who keeps a watchful eye on the monitors for other survivors.

If saved, Snowflake will also stay in this room.

Clothing locker[]

Located in the bathroom, the clothing locker can be used to equip reward and DLC outfits.

Lounge[]

The lounge is furnished with vending machines along with several tables and chairs. It also contains a TV where Stacey and Chuck watch and discover that Chuck himself is accused of causing the explosion at the Arena, sparking the zombie incident.

If a survivor has a request for Chuck, he/she will be standing here, awaiting the requested item.

Medical clinic[]

The medical clinic functions as a makeshift hospital for those who are injured and sick, providing several beds for rest. Tyrone King is held captive in this room once Chuck is able to bring him into custody. During the temporary zombie attack in the bunker, Tyrone escapes but is bitten and readmitted into the clinic, where he receives medical treatment.

Various rooms, each assigned with numbers, are designated to hold survivors and evacuees during an emergency. Those rescued by Chuck or those who arrived before the doors were sealed will reside in these rooms, as well as in scattered locations in the halls. Some rooms will remain empty, filled with unused or broken furniture, while others will be occupied by survivors.

Outer area[]

This area of the shelter connects various rooms and serves as the location of the vents Chuck uses to reenter Fortune City, specifically the Royal Flush Plaza.

Survivors in this area will constantly change positions, both here and in the refugee rooms.

During the brief zombie invasion, survivors who were unable to lock themselves in refugee rooms will be fighting off zombies until the doors can be resealed.

After the shelter is secured, all rescued survivors will be sobbing, likely anticipating the upcoming firebombing.

Rooftop[]

Chuck can access the rooftop via the elevator. It is the location of Case 5-1: Stake Out.

  • Unlike the safe zone (Security Room) in Dead Rising, only a few survivors will be spawned at a time as the player runs around the shelter. There are a few areas within the shelter that groups of survivors can be found in. Because of this, players may pass a survivor only to find them suddenly in a new area, despite having just seen that survivor.
  • In the mission Case 6-4: Breach, where the zombies breach the Safe House, four special lines in missions.txt allow Chuck to attack in the Safe House,[2] whereas Chuck is usually unable to attack.
  • According to unused game text, there are many dialogue lines that were supposed to be said by the survivors that Chuck was with while in the containment room of the Safe House at the beginning:
  • Tamara: "I cannot get a signal. Why? Why cannot I get a signal?"
  • Most likely Tamara Stein, as they relate to calling someone on phone:
"How can I call Ma!? She will be worried sick! I got to call Ma!"
"She was in Vegas when that thing happened, she will not sleep!"
"You know, she got the angina!"
  • Chrystal: "This is horrible, horrible!"
  • Skylar: "She, she was looking right at me, and they had her, and I, I couldn't do anything. She went down without a sound and I, I had to get outta there. I just... ran."
  • The following are lines of dialogue whose speaker is unknown:
"Whatssa matter, buddy? What are you lookin' at?"
"Come on! Hurry it up!!"
"How did those things get loose? Somebody's gonna pay for this!"
"I'm gonna sue somebody!"
"What the hell is the world coming to when a thing like that could happen?"
"We cannot stay in here! We're sitting ducks!"
  • The following is a short conversation between two people debating on whether to open the outer doors, possibly between Raymond Sullivan and another survivor, most likely Stacey Forsythe:
"It's protocol. We cannot admit any infected."
"Protocol?!? Your protocol is going to kill those people!"
"Ma'am, this is standard operating procedure! For everyone's safety!"
"If you will not let them in, I will!"
"Hey! Get away from there!"
"Dammit!"[3]
  • In Dead Rising 2: Off the Record, storage room 7, the location of Ante Up, becomes a separate loading area within the Safe House.
  • In Dead Rising 2: Off the Record, a washing machine appears in one of the storage rooms. Every time Frank comes near it, he will mention something about potato salad being in the washing machine, even though potato salad cannot be seen inside it. This is a reference to Zero Punctuation's Dead Rising 2 review, where the reviewer says that "Capcom makes game stories the same way tumble dryers make potato salad."
