This achievement is unlocked by successfully taking a photo of a zombified Jessica McCarney in 72 Hour Mode.

You can find her in the Security Room after she has turned, shortly before the military cleanup starts at the end of the third day.
Frank must take Jessie's photo before she is killed or her photo will not count towards the achievement.
