Case 3-2: Run for the Money is a case in which Chuck must stop 3 power drills from breaching the 3 main Casino's safes. There are between five and seven Mercenaries guarding each drill, but Chuck is not obligated to take all of them out, he merely needs to do enough damage to each drill to destroy it. A heavy tool like a sledgehammer will accomplish this in short order.
After all three drills are offline, Chuck will be guided toward a van breaking into the side of the Atlantica Casino, and he must destroy that as well. Again, he does not need to fight the guards (indeed, the simplest strategy is to find a place where the mercs can't hit Chuck, then shoot the van until it explodes). Another strategy, if you have unlocked Leon Bell's trailer, is to build a machine gun bike, then aim it at the van and blast away, completely ignoring the mercs. An even safer strategy, if you have purchased the keys to it, is to ram the SUV repeatedly into the van. It is virtually impervious to enemy gunfire, so you can totally ignore TK's mercs. Once the van explodes, they cease to be a threat.
During this time you may have other missions occurring but keep in mind that this one will go by fast even though it seems you have plenty of time on your hands. If you have not destroyed the van by the stated deadline, TK will escape with the money, and you will not be able to complete any more cases.
Once the van has been destroyed, A cutscene will trigger, showing Tyrone King overlooking the destruction of the van from the nearby theater. He curses his men's apparent incompetence, then tells his remaining men that "we're gonna being staying a little longer boys". Shortly after, Chuck encounters Rebecca again, and she tells him that it's time he and her unknown source met in person. She tells Chuck to meet her at 11:00 that night.
